Feedback is your main recourse, since he wont help
Its everyone elses way of knowing what kind of seller he was. Offer him one more chance, and if he refuses, then tell him bad feedback is coming his way. I know it has worked in the past. I have a 100% positive feedback rating because I keep my customers happy. Good luck and it makes you wonder where you chip is. He obviously didn't send it as a parcel, or it wouldn't have gotten machined.
