move on, I would try to fit in that small amount alotted that it was poorly packaged and chip was missing from torn envelope, he is a fool to riskj his feedback over a small amount, I too would have refunded your payment and mailed another chip(if I had one)You surely would have returned to buy more down the road. I know if you rate all the stars at only one on each that may get seller suspended especially if more leave mediocre feedback. Its too bad, what did you buy???
