The single most important factor is that no one knew how many shooters there were when the first shots were heard on compound.. Nobody knew what was going on since reports of shots were thought to be coming from more than one building... nor did anyone know if there were car bombs or other explosive devices. Nobody was assuming there was only one shooter...
