It seems like there was a way that Greg could look at the BBS software on his server and tell if the notification e-mails were going out. When Brian gets access to the server and is up to speed OR when David is back online after his surgery, maybe one of them can take a look. If the notification e-mails ARE being sent, which I suspect they are, then the problem probably lies at your ISP or e-mail provider's end so you might need to call them to see if they can help you. Another alternative that comes to mind is open another e-mail account from gmail, yahoo, or similar for use with the chipboard only.
