Erik, I always wondered that myself. It seems a little confusing when they count out or cash in chips, that all the denoms are put in little stacks of "five", but the $25s have to be put in stacks of "four" to keep things easy to add up. I guess in the future when chips are obsolete, the little paper chit they will give you at the blackjack table will solve that problem
