ok, I see it now. I guess as a Promotional Chip I did not think it would be listed under casinos so i did not think to even look there. Guess I need to expand my thinking.

Below you can see it both sides. I am guessing the scratched X would be when it was maybe used, thus canceled. I have real idea.
