This eBay seller has done the same to me on three different occasions. After the first two times, I emailed him and asked him if the new-condition chip pictured was the one I would receive. He wrote back and said yes. When the chip arrived, it was well worn. Needless to say, I don't deal with him anymore. It's a shame, because he has several variations I need. I also want to note that he was always very apologetic and promptly refunded my money.
