There are still some chips that are thought to be Borlands, but the experts cannot agree. Otherwise I agree with your points. There probably will never be a "public" bad seller list.

Another point. In cyberland, seller's hide their identities behind email id's. One individual can have multiple email id's and can change them often. It would be impossible to track the really shifty characters.
