Actually that is just being consistent...

... with the Universal Commercial Code-- although sellers were free to state this previously on eBay, legally they never really had a leg to stand on. Merchandise generally remains property of the seller until successfully delivered to the buyer. In a similar fashion, shipping insurance generally is intended to protect the seller (and it is up to them to file a claim and receive reimbursement) as opposed to the buyer.

Of course, I'm no lawyer, so I could be 100% wrong. grin
