yes, "dishonest" -- read here....

Yes, it is "dishonest" as I explain below, but before going in it, I want to say:

(1) that if one can get away with calling chip purcases as "personal" and get away with paying PayPal fees, fine, more power to you., and
(2) I'm afraid that if you are a big seller and frequently show non-fee "gifts", "loans" and "other personal" payments, PayPal will eventually nail you for it and take away your capacity to accept any "personal" payments.

You say "you can "Use "Send Money" to pay for purchases, send cash gifts, pay people back,..."." True, but that isn't the issue. After selecting, the "Send Money" tab, you are given two choices (see the picture): Purchase or Personal. If you are sending the money to "pay for purchases," you must select the "Purchases" tab, which results in fees. To avoid the payment of fees, you select the "Personal" tab.
