PayPal did not state in the e-mail what the charge was for, nor provide a method of payment as would occur if they sent a bill. My efforts to learn what the bill was about resulted in the call as described. PayPal operators said a billing would be on the way. Why wouldn't they start with the billing instead of giving me a statement with a balance owing? I have had no problem using PayPal to pay for chips I have purchased.
