I saw this interesting chip at the convention and acquired it shortly afterward from a very respected collector/dealer. I have a couple of questions for the experts:

1) This chip appears to be the regular issued chip but painted black. Why?
2) The inlay on both sides appear to be perfect, so was the chip painted before the inlays were applied?
3) Same with the inserts, they appear okay so where why applied after painting.
4) Could this chip be a prototype?
5) Would this chip have any special value?

Any and all comments are welcome as I am not familar with the procees of making chips and need to learn. Thanks in advance for your help.
