In addition to the one you show, I have two other "sister" pieces in my collection. The one you show is a bronze. The others I have are a silver and a gold color. The silver has "$1" on the opposite side as opposed to a duplicate eagle. The gold has the eagle on both sides.

With the colors being what they are on them, I had originally thought maybe issued as some sort of souvinir for an olympic or other athletic event possibly?
