They are clay composite antique chips. The HIGH HAT is Seymour Coded PX-BQ and the STAR & CRESCENT is Seymour Coded PW-RV. I think I saw the High Hat chip listed as TOP HAT LOUNGE or something like that but probably not a chip that was made for exclusive use there. Early 1900s on the Crescent & Star.
