If you look close you can see the stitching around the edge of the flag where wire was inserted so that it could stand aloft as if it were rippling in the wind. This was done precisely because the lack of wind (and thus a limp flag) would not make as impressive a display.
My mind is currently formulating all sorts of V!agra allusions, so I'll stop here .
