Lets say the HR did not get preapproval to use them.
You could have gotten them a $10,000 fine.
IMO they did have approval but you did not know it before you put the heat on them.

Those chips could never be documented in our books as used at the HR. Anyone can buy them with any initial or number on them and in 10 or so colors.
