Below is what most current chip collectors consider to be chips "mounted" in plastic. I can remove the chips from this plastic three-layer case. It isn't an example of chips perpetually frozen in a block of Lucite that are usually sold in a casino giftshop as a paperweight.

I agree, Charles should have asked the seller what he meant, and have also suggested that the misunderstanding by both parties is reason enough for Charles to be content with a refund.
