said, these were used, in great quantity, at the pre-opening, practice event of The Brighton. Operated as a dress-rehersal, Fun Nites were also charity fund raiser events. Guest would buy "fun nite" chips for around 10% of face value and go play. The proceeds were given to a charity and at the end of the event, guests were asked to turn the chips in, but there was no payout!

Not all chips were turned in, which is what you have.

Not all places do (did) dress rehersals like this, and those that did, may not have had logo'ed chips. There are many generic "fun nite" chips out there, which, if turned back in and returned to the manufacture, they could be re-sold to another casino for their fun nite event.
