It sounds like a game I played at Isle of Capri in Lula, MS a couple of weeks ago called "Ricochet". The layout was like a roulette layout, you could bet on any combination that you thought the dice would end up in, with various payouts.

It is a stupid game. I came away with 4 of these chips at a net cost of $25 each to me! I'll sell 3 of them to anyone who wants for $5 each delivered.
