As a former shoe industry worker, I'll take a shot at explaining....

Shoe styles change so often (and there are no standard lace sizes or textures) that retailers can't keep up with the lace inventory.

They also don't want to tie-up $$ in inventory or counter space that doesn't turn quickly.

BTW, try your local supermarket or CVS as they usually sell a variety of laces.
