If they are keeping the license alive all these years, they would have to open 1 day a year for gaming.
They would not have to tell people they were open.

This is done to take advantage of the law requiring a certain amount of hotel rooms.
Older license's are grandfathered in, if they open 1 day a year.
The Pioneer, downtown LV does this.
