The expansion makes TropWorld the biggest casino in town, with 90,000 square feet of gambling space, as against 60,000 for the next largest.
The new hotel tower doubles the number of guest rooms at TropWorld, to 1,014, compared with 750 for the second largest casino hotel in the city.
If Donald J. Trump carries out plans to open the partly completed Taj Mahal casino hotel next year with 1,200 rooms, Mr. Rubeli said, Ramada would build a 500-room hotel over the TropWorld garage, franchise it and link it to TropWorld by a skywalk. ''We will stay one step ahead of the Taj,'' he said.
