I can figure it out easily John. In 1974 the voters in New Jersey turned down the statewide NJ casino gambling referendum. Two years later, when it was brought up again ... but limited to Atlantic City only ... the NJ voters overwhelmingly approved it. It's the NIMBY thing ... "Not In My Back Yard".
