In the case w/ cruise ships (which can reposition at any time; any where in the world) they are normally listed as being from the state/country (legal address) in which the company has their headquarters... no matter where the boat may be registered and no matter what colors they sail under... as seen in The Gaming Table... or in any listing of ships at sea. If the ship runs into a legal problem at sea, they can only be held in the country in which colors they fly... no matter where the ship's headquarters are...
