They believe that Pansy and Daisy Ho through their father (Stanley Ho) has ties to the Chinese Triads. NJ is probably one of the tougher jurisdictions, they denied Hilton a license for a property (Now Trump Marina) because Hilton had a lawyer on staff with possible mob ties.

If you are licensed in Nevada you have to be approved by Nevada when you operate in another jurisdiction, that includes checking into business partners...etc. I am sure NJ is the same.
