Just my opinion.

Having seen boxed game sets with similar incused designs (sailing ships being one), I don't know if I would consider the device a "mold type" such as being intended to receive an affixed or embedded inlay or hot stamp.

Just my opinion.

P.S. The Sailing Ships chips I mentioned were not a complete "set" but rather remnants in a box such as checkers or dominos... and there may have been other componants scattered about, nearby.
