Just a guess, but the "chips" he's referring to are probably the Franklin (?) Mint collection of metal tokens in a binder that were produced when metal tokens first started circulating . If so, these won't be in Chip Rack.

I don't collect tokens, so don't know current value, but these sets do appear for sale occasionally.
