That is probably good advice. Occasionally that chip you wanted at the lower price is gone by the time you get back. I think the best method is to know what the chip is "really" worth (retail price) and buy it when you see it at a good discount. What is a good discount? I don't know but whenever I can buy something below retail price I know that I didn't get taken too badly. I personally like Gene's philosophy - never pay anything for a chip! In fact, I only know of one chip that he has ever bought and it was a Horseshoe Arodie<G>. Just kidding Gene.
