I dont believe your scenario would ever happen.
If a casino releases a chip in a quantity of 2,000, chances are that dealers like myself will swallow up 500 or so of the chips straight away.
In my experience, 80% of demand for a chip occurs within a few weeks of release. If the dealers sell out during that time they will go back and buy more. Unless the chip is in such short supply or so desirable that it sells out completely, dealers will usually have enough to meet future demand.
You also have to take into account that for each future person that decides they want one such old chip, a previous owner could well have sold their collection to a dealer.
Unless a chip is pulled/destroyed very quickly after release (ie before the dealers could get back for more if they needed them) then there is no way a casino would have enough of any chip in hand to destroy to make an impact on value.
Jim's example cites 'thousands of chips'. Lets say that it is as many as 10,000. Look at how many LE's the Colorado Belle and Edgewater have produced over the years - somewhere in the region of 120,000. Its a very small percentage being destroyed, it always is.
