These "good fors" were given to customers to encourage repeat trade. They were usually "good for" 5-cents or 10-cents (or whatever the token says on it) off on the next purchase. Could basically be used like money at the particular business that issued it.
I did find one reference book that states these could go back into the early 1900's (pre teens).
