History on Binions Horseshoe oversize chips?

Does anyone know where these chips came from? Four denominations on eBay, being sold as promotional chips for invited players. The reverse has an image like the inlays on the old Horseshoe chips, but very poor quality. I can't imagine a club using chips of this quality for give-aways to big players. They appear to be oversize, Paul-son chips with inverted H&C mold. Denominations of 100, 500, 1000, and 5000 with different quantities in the limited issue text. The chips don't appear to be serialized.

I know at one time, some of the 25,000 chip with this stagecoach design were around, but they had the Paul-son advertising on the reverse.
