I can't be sure but I would say no. In my opinion, Dale's date of 1886 was a misread of the 1896 date shown on the chip.
There may be other Union Jack/Stars and Stripes out there. If there are, I haven't seen nor heard of them. I picked through Dale's collection and bought every chip that I didn't have.
The only possible way of finding an 1886 date is if Dale had access to an 1886 catalog that showed that particular chip. It is possible but I don't believe it. In any event, I'll ask Dale at the convention (if he goes)
