I think you need a Trustee to hold it and only those bullion coins minted by the U.S. are eligible for inclusion. At this time (and always I believe) the Silver American Eagles are carrying a tremendous premium over other bullion. At my local coins store the other day the SAE's were $7 to $8 over spot while other 1 oz pieces were about $3 over.
