My whole point in my response to Bob's post is that even though the bill wasn't read 100% by the Democrats (or whomever), it was fully interpreted. Do you actually expect for each and every one of them running to look up what every other legal term meant, rather than have their advisors explain it to them...? That would have taken days.
This is all explained in the newspapers....!
