Not in my book, because its not a dispute until after the initial communications to resolve a misunderstnading have failed.
Once I determine that a seller has ripped me off, It fortunately has only happened 3 times for small amounts of money (<$10), I believe that regardless of Ebay's rules, IT IS A MOARL IMPERATIVE TO TRY TO PROTECT OTHERS FROM THE SELLER'S DISHONESTY.
I believe that you used the words Do Unto Others . . . in one of your other posts.
By warning other buyers I am doing unto them as I would want done to me.
I hope Mike, that if you ever see that I'm about to send money to someone who you know to be a thief, that you will warn me.
