But the BNSF just finished a two year project that added an additional mainline over Cajon Pass meaning that there are now
four mainlines over the pass available for BNSF, UP, and Amtrak trains to use. The project involved "daylighting" two tunnels, removing entire hills, and building new bridges and retaining walls. If I am not mistaken the project made left enough room for a future (fifth) set of tracks to be put in place when the need arises. Now you are probably right about high speed rail over the pass being a pipe dream but the additional ROW over the pass is a reality.
