Here is the email I just received:
The WER WAR chip has a cool looking design. Pretty sure it was for William Edward Rempfer (1914-1992), who was involved in real estate in Lodi, CA throughout his lifetime (his father was involved in Lodi real estate before him). Rempfer served on the California state real estate commission 1959-1963 (by appointment of the governor of CA). The WAR is probably for his son WARren Albert Rempfer--but he was born in 1949, the chips ordered in 1956 ...
I just got off the phone with Warren. He verified the chip as well as 2 other colors he has in his rack.
Now that's an attribution.
