If I remember right, he officially becomes the President at noon on the 20th but he is not allowed to execute any of the powers of that office until he takes the oath. When the office is vacant due to a death the successor has no authority to do anything until they take the oath. When Coolidge found out that Harding had died he didn't even wait for a judge, he just had his Dad give him the oath.
