This is an ethics question. As a seller, even if I paid face for a chip when the casino was open I wouldn't try to pass that along if the chips came out in huge quantities and could be had for $5. To me this seems like "trying to pull the wool over someone's eyes". But as always a buyer should be aware of what they are purchasing. I would say ultimately the buyer is responsible, but the seller should be ashamed of themselves knowing the chip could be had for much less.
Now if a person was fortunate enough to find 10 rare chips at a garage sale or something and the seller only wanted $5 each for the chips, I don't have a problem with the buyer selling them for market value. However if they found 1000 of them and started selling the chips one at a time without disclosing the extent of the find, I would find that shifty as well.
