Take a look at Wikipedia. It is a very good collaboration platform. The software that runs Wikipedia allows people to create pages, other people to edit them and then to search and use the data. The wiki software itself is free and there are plenty of places that have hosting for wiki pages (free and paid) or you can look at someone with some free space on their site to host it. Start here:
