The obligation of the buyer is to pay. Once that payment is received (by whatever method), the seller should acknowledge via feedback right away that the $ was received. If the seller does not receive the payment, they need to go through the channels to report a "deadbeat" bidder.

The seller should not hold feedback "hostage" - which is what many do.
