I think Steve has a good idea. Even if you only hold the scan until needed. I also like John's idea of having a list to record what is taken and left by everyone. With a little work the offenders can be tracked down. This is why I like to use delivery confirmation with RR's so you have a record of when the next guy gets it. New packages almost ready to go.
