Yes, I believe a credit card and debit card are considered the same thing regarding PayPal Personal accounts and paying fees to PayPal. Suggestion: tell your seller that you are sending him a debit card PayPal payment. Tell him that it probably won't "work," that it will most likely be treated as a credit card-funded PayPal payment, which Personal PayPal accounts can't accept. If it works out that way, there is no harm -- the seller can just "deny" the debit card-funded payment, and you are all back to square one.
This might help. It is from something that I once prepared. The chip collectors you are dealing with don't want (1), below, whether from a credit or debit card, because if they accept type (1) payments, they will be charged a fee, but not for (2), (3) and (4).
"FUNDING OPTIONS" FOR PAYPAL (PP) PAYMENTS -- there are four funding options for PP payments. Only the first one is credit card-funded. It is easy to select a particular funding method. Just look for the link "Change" near the "Payment Method" section on the PP "Send Money" page. The four funding options (methods) are:
(1) credit card-funded PP payments -- you must have a credit card linked to your PP account.
(2) PP balance PP payments -- can only be made if you have a balance in your PP account.
(3) eCheck PP payments -- can only be made if your PP account is linked to your bank account. The money is taken from your bank account to your PP account to my PP account.
(4) Instant Transfer PP payments -- can only be made if your PP account is linked to your bank account and credit card. (Instant Transfer PP payments are backed up by your credit card, not funded by your credit card.) The money is taken from your bank account to your PP account to my PP account.
