I think we are comparing apples and oranges here. Silver City is in close proximity of both Carson City and Reno so if there was a ban, there would be viable options close by.
In proximity to Atlantic City, there only exist slot parlors close by and even they are an hour away.
The closest real casinos are in Connecticut.
I wonder how many would drive 4-5 hours just for the right to smoke.
