I agree sorta. I'm a strong proponent of private property rights, so if people wish to rebuild on their privately owned property in areas likely to see such natural disasters occurring again, they should be able to do so. But, and this is a BIG but, the reconstruction costs should only be covered one time by private and/or governmental insurance. Lose once, you're covered. Lose again, you gambled and lost knowing the odds.
