That may not make it rare but it must make it pretty darn hard to find. I have seen a couple chrome cocktail shakers with a logo tab like your ashtray. They were in the shape of a bell with a wooden handle. Might have been part of a "ship motif" for a bar in the Bank Club so your ashtray may not have been a souvenir. They did give out some cool stuff at New Years so it could have been a gift as well - I have a dated lighter and a scrap book. Can't find a picture of either of them right now....
