This is always a tough situation. The seller seems sincere with the apparent confusion and the other chip you recieved clearly met the offering specs. I would personally do the following. I would contact the buyer and ask for a refund along with the postage for the return. Since this is clearly not the chip that was pictured, this is the least the seller should do to accomodate you. You really have a legitimate complaint that the chip pictured can't be sent. I would inform the seller that if they do send you a refund with shipping, that you will leave no feedback and consider the transaction voided. However, if they disagree, you should leave negative feedback. The reason to do so is to allow other buyers some insight into what occurred during the transaction so they can understand the nature of the seller from which they might be doing business.
