Michael Graves, a designer. These chips, with the wooden rack and two decks of cards, were sold at Target Department stores, along with other Michael Graves designed products.

I believe his line of products was short lived and I picked up a set of the chips, on clearance, for $20. Sorry for the disappointing information, but these are just a few years old.
