I think part of it is that Atlantic City is trying to cut service and services to make themselves look more profitable. i don't understand the theory behind it since i know that eventually it flows to the revenue side, but they look at the expense side of the spreadsheet, and purchasing new chips, with the cage requirements to account for them and have the money in reserve for them, is a big mark on the left side of the ledger. And its something they can easily shave to get more liquid cash.
