The general rule is that if the parties do not agree otherwise, then the seller bears the risk of loss until the goods are delivered. I don't see how offering insurance is an agreement to shift the risk of loss to the buyer. I believe the agreement must be explicit, but I am not sure. So, I would say that you probably still bear the loss.
That being said, having read so many posts on this board over the last few years, I have come to believe that the post office denies claims as a matter of course in many instances, even when the claim is good. I believe you have to appeal, and that is where you may prevail. Good luck.
